197-A Plan

The 197-A plan holds Columbia responsible for maintaining rent-stabilized apartment buildings and preserving the ecology of the area. The 197-A plan covers every aspect of the urban development project. Sufficient transportation services, rent-stabilized housing, the creation of new jobs, and environmental factors are all weighed in the plan. The plan expects the University to act responsibly in weighing their own interests against the interests of the Manhattanville community. Columbia has not received the counter plan well because of the limitations that the 197-A plan places on the University’s goals. Community Board 9, along with the CPC, sees the 197-A as the only answer to ensure that the expansion happens within a framework made up of community organizers, West Harlem inhabitants, University officials and politicians.
