The CB-9 did not approve the resolution because its members felt that the CPC's proposal singled out Columbia as the only non-for-profit real estate shark in the area. Other organizations have expanded as well; however, Columbia is by far the largest landholder in the area. By solely addressing Columbia, board members feared that relations between the CP-9 board and Columbia might deteriorate.
